Because equipment manufacturers and service providers already build to industry standards without the need for the federal government to step in, mandating specific standards as part of the transition from the old Advanced Television Systems Committee 1.0 standard to the new ATSC 3.0 broadcasting standard would likely “hamper innovation,” ONE Media LLC officials told Commissioner Michael O’Rielly, according to a notice.
Instead, the commission should rely on the fact that existing interference parameters already specify emission limits, including for the “emission mask” and for ratios of undesired to desired signals, which will apply to the so-called next-gen television broadcasts, according to ONE Media’s notice.
“Mandating a single technical standard to assure compliance for television only is not necessary and would hamper production,” the notice reads.
